LIBRe Foundation consults the National Social Security Institute on:
Development of a project proposal under Call for Proposals BG05M09OP001-3.016 „Development of a Work Capacity Assesment Monitoring and Control System“ of Operational Programme „Development of Human Resources“ 2014-2020 in accordance with the eligible activities and financial limitations defined in the guidelines of the call.
During the preparation of the project proposal up to the signing of Grant Agreement No. BG05M9OP001-3.016-0001-C01/15.08.2018, LIBRe Foundation Team: developed the project idea, developed and planned the project activities, and prepared the application form, incl. financial plan, schedule and detailed implementation plan, public procurement planning, etc. (03/2018 - 04/2018); participated in meetings and prepared statements in the process of internal coordination of the project proposal (03/2018 - 06/2018); and participated in the negotiation process with the Managing Authority of Operational Programme „Development of Human Resources“ 2014-2020 towards the signing of the grant agreement (06/2018 - 08/2018).
The project is awarded BGN 5 million and is focused entirely on activities towards improving the quality of work capacity assesment and the provision of resources in connection with the new functions of the National Social Security Institute resulting from the current reforms of the work capacity assesment system. It is to be realized through five components for institutional capacity development and efficiency: (1) analyses of good practices and their application towards optimizing the work processes and developing criteria for future automation of control activities; (2) training needs assessment and development of trainings for employees whose functions are related to work capacity assesment and control; (3) development of a context analysis on the concept of the social security reform and the new work capacity assesment model; (4) development of a communication strategy and stakeholder management policy for the purposes of the National Social Security Institute's control activities and implementation of awareness-raising scenarios on the reform of the work capacity assesment monitoring and control system; and (5) provision of technical equipment for innovative, adaptable and mobile forms of provision of services within the work capacity assesment monitoring and control system.
Development of a Sectoral e-Government Strategy 'e-Social Security' 2018-2023 and its corresponding Roadmap for the implementation of the national policy in the field of social security by electronic means (05/2018 - 08/2018).
The Sectoral e-Government Strategy 'e-Social Security' 2018-2023 has been successfully coordinated with the Expert Council for the Integration of Information Resources to the President of the State e-Government Agency in compliance with the provisions of the Bulgarian Electronic Governance Act (namely, Art. 7c, Items 4 and 11 of the Electronic Governance Act) in August 2018. The strategic document defines the overall vision of the National Social Security Institute on the e-Government development in the social security sector and is based on realistic and achievable goals and detailed implementation steps. The Sectoral Strategy and its corresponsing Roadmap develop the vision for the provision of social security services by electronic means in five strategic pillars: (a) development of business models for workflow automatization, integration of registers, and digitalization of sources of social security information; (b) step-by-step development and implementation of Enterprise Architecture Framework; (c) ensuring operational interoperability and inter-departmental exchange of information and data; (d) centralized provision of electronic administrative and directory services through a Single Portal; and (e) further development of the Unified Social Security Information System of the National Social Security Institute.
Over the next five years the National Social Security Institute envisages the improvement of existing systems within the scope of the Unified Social Security Information System, the development of an Integrated Information System on Pensions and the functioning of a comprehensive Electronic Social Security File. Until 2023, the Unified Social Security Information System will be linked to the horizontal and centralized eGovernment systems governed by the State e-Government Agency.
The Sectoral e-Government Strategy 'e-Social Security' 2018-2023 also envisaged the development of a comprehensive Next Generation Analytics Platform.
Development of a project proposal under Call for Proposals BG05SFOP001-1.008 „Development and Implementation of Enterprise Architecture Framework of the National Social Security Institute with Respect to the Prioritized Processes and Electronic Services Related to Pensions“ of Operational Programme „Good Governance“ 2014-2020 in accordance with the eligible activities and financial limitations defined in the guidelines of the call (08/2018 - 03/2019) - for the development and implementation of Enterprise Architecture Framework related to the processes ensuring the existance of the Electronic Social Security File.
During the preparation of the project proposal, LIBRe Foundation Team is responsible for: support during the negotiations over the need for, scope and requirements of the call for proposals with the Managing Authority of Operational Program „Good Governance“ 2014-2020 (08/2018 - 12/2018); development of the project idea, the planning of the project activities, and the preparation of the application form, incl. financial plan, schedule and detailed implementation plan, public procurement planning, etc. (12/2018 – 01/2019); and participation in meetings and prepared statements in the process of internal coordination of the project proposal (01/2019 –
03/2019).
The project is awarded BGN 5 million under Grant Agreement No. BG05SFOP001-1.008-0001-C01/16.04.2019 and is
focused entirely on activities towards developing and implementing NSSI's Enterprise Architecture Framework (EA)
related to the processes ensuring the existance of the Electronic Social
Security File. The Sectoral e-Social Security Strategy addresses the development of a Unified Social Security Information System (USSIS) and the gradual development and implementation of the NSSI’s EA to cover all existing basic and auxiliary processes. This project focuses on pensions as a key activity of NSSI, respectively - the development and implementation of the NSSI’s EA starts with the priority processes for granting and paying pensions and supplements under the Social Insurance Code and an upgrade of the related electronic administrative services. The project addresses the consolidation of different sources of pension information and income and other documents and data needed for retirement, and the integration of different information resources for their delivery and use in an Integrated Information System for Pensions (IISP). The core of IISP will be the Electronic Social Security File that will include all sources of electronic information needed for the provision of granting and paying pensions’ services in structured/unstructured forms.The implementation of this task is also linked to: the integration of the NSSI’s ISs with a significant number of data sources and information with different level of electronisation, a variety of parties involved and the need to continue NSSI efforts to provide quality and easily accessible e-services for citizens and business. A Technology Platform for Interdepartmental Interaction and a Single e-Services Portal will be developed as uniform and unified points of communication with IISP.
