As of 1 April 2018, it should be possible for all EU citizens to travel across EU with their online content.
The Europeans need to have access to the online content they have subscribed to (films, music channels, sport, etc.) while they are traveling across Europe. The event on 1 April is a follow-up of the abolition of the roaming charges which took place in June 2017.
The services which would be covered are the content services which are already available online in your home country. This applies for services people have paid for or that they are using for free, if the supplier agreed with the new rules.
