New State Agency will be Responsible for the e-Government Development in Bulgaria

Amendments to the Electronic Government Act in Bulgaria were adopted on second reading. Bulgarian Parliament approved the establishment of the e-Government State Agency and „Single System Operator“ State Enterprise by adopting on second reading the amendments of the Electronic Government Act.

The new state agency which will be subordinate to the Council of Ministers will be responsible for the e-Government development on national level. Their web site will contain a public electronic register of the projects and activities in the field of e-governance on national level.

The Chief Executive of the agency will have a 5-year mandate.

The agency will coordinate the adoption and implementation of state standards in the field of e-governance. All draft legislation that regulate the e-Government relations will have to be concerted with the new institution.

A new state enterprise named “Single System Operator” will assist the e-Government State Agency’s Chief Executive. It will function as an information contact center for citizens and businesses providing information services in the field of e-governance, and will also act as a national action center dealing with security incidents.

The state enterprise will develop and maintain a National Spatial Data Portal, which will liaises with geo-portal infrastructure for spatial information in the European Community (INSPIRE).

For the last 10 years Bulgaria has spent over $ 2 billion BGN on e-Government, commented Antoni Trenchev, MP from the Reformist Bloc, during the discussions on the draft legislation. According to him, the changes will end the leakage of public resources while there will be clarity about who is responsible for what is happening in the e-Government field.
