Draft Decree Adopting the Regulation on the General Requirements for IS, Registers, and e-Government Services


The amendments of the Electronic Government Act from 01.07.2016 require amendments to its regulations. The major amendments deriving from the act are:

- Establishing an e-Government State Agency which will regulate the development and upgrading of the e-Government systems;

- Developing of registers and information systems (IS) under the overall management of the e-Government State Agency which aim to provide transparency and predictability of the processes on national and inter-organizational levels;

- Eliminating the requirement for a unified data exchange environment which will enable more flexible communication between the information systems. Following this change, the interoperability registers used by the unified data exchange environment need to be amended as well. The most significant amendment in the act proposed is that the register of information objects no longer requires manual entries – instead, the records for each primary data administrator should automatically process each entry. The inscribed objects are to be in JSON and XML format in order to allow maximum use by a wide range of existing/future platforms.

Furthermore, with respect to the problems and risks identified in relation to the existing information systems and registers, it is necessary to introduce clearer requirements towards capacity, security, and data protection challenges.

The public consultation is open to all interested parties from the state administration and will continue until 03.12.2016.
