The billproposes amendments to the Electronic Document and Electronic Signature Act aiming to bring national legislation related to the provision of electronic certification services in compliance with the European legislation and in particular Regulation (EC) № 910/2014 of the European Parliament and the Council from July 23, 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93 / EC (Commission Regulation (EU) № 910/2014). In view of the direct applicability of the regulation, there is a repeal of the provisions relating to elements of the system that are specifically regulated by the act of the European Union.
Adoption of the proposed act amending the Electronic Document and Electronic Signature Act is conditioned by the need for:
Creating the conditions for a comprehensive cross-border and inter-sector framework for secure, reliable and easy to use electronic transactions in the internal market
Creating conditions for further development of digital infrastructure to improve the quality of public services, which would facilitate cross-border access from businesses and citizens within the European Union and in future - with leading countries in the field of e-Government outside Europe
Ensuring fruitful European collaboration for innovation and exchange of best practices to the implementation of cross-border electronic services, and synchronization with European initiatives and programs related to e-Governance
Building trust in the online environment, which is a key factor for economic and social development. The lack of confidence, particularly due to the impression of a lack of legal certainty, could discourage citizens and public authorities from carrying out electronic transactions and electronic service delivery.
The public consultation invites representatives of all stakeholders in the field Science and Technology and will be open from 29.01.2016 until 11.02.2016.
