The Future of E-Justice in the EU and New Technologies in the Service of the Judicial System, Sofia

The two-day forum 'The Future of E-Justice in the EU and New Technologies in the Service of the Judicial System' took place under the Bulgarian Presidency of the Council of the European Union and was jointly organized by the Ministry of Justice and the European Commission.

The Commissioner for Digital Economy and Digital Society, Maria Gabriel and the Commissioner for Justice, Consumers and Gender Equality, Věra Jourová made video addresses to the delegates on the conference. “The conference is fully in time in view of Bulgaria’s ambition to develop an e-Justice strategy. We have one main goal – to build secure, reliable and trustworthy e-services. This will be of direct benefit to citizens and businesses as it would contribute to speeding up and simplifying their interaction with the judiciary,” that addressed to the participants Maria Gabriel.

“We need to act swiftly and decisively to ensure that the lawsuit is up to date with our modern and constantly digitizing environment, including legal activity and business relationships. Artificial intelligence and machine training are increasingly being used on all major platforms. Today we will try to take another step forward in developing a shared vision and collective will to create justice in Europe, which is an integral part of the overall digital market,” Věra Jourová said in her address.

The event discussed the preparation of the new EU e-Justice Strategy and Action Plan for 2019-2023, the possibilities of introducing artificial intelligence and machine learning techniques in the work of the judiciary as well as the further development and future institutionalization of infrastructure developed by the e-CODEX consortium, currently used by a total of 14 Member States. The platform for digital exchange of judicial information and documents e-CODEX provides secure and easy access to cross-border justice for citizens, businesses and lawyers in Europe.

The second day of the conference was dedicated to the development of an electronic evidence exchange platform in service of judicial authorities and the cooperation with third parties and information society service providers in criminal investigations. During the morning session the EVIDENCE2e-CODEX project, implemented in partnership with LIBRe Foundation, was also presented - its conception and the expected results, as well as its compliance with the EC agenda towards improving the development of e-Justice.

The event is attended by experts from all EU Member States, representatives of EUROPOL, EUROJUST, the General Secretariat of the Council of the EU and the European Commission. Alexandra Tsvetkova, Director of LIBRe Foundation, was among the invited representatives from Bulgaria, given her active participation in the field of e-Justice in recent years.
