The second training within CONSTANT project organised by LIBRe Foundation was held between 28 and 30 June 2017 in Bourgas.
The central theme of the training was “Actions for Damages under National Law for Infringements of Competition Law Provisions of the Member States and of the European Union”, with key topics such as:
Directive 2014/104/EU on Antitrust Damages Actions;
The role of the European Commission’s Practical Guide on the Quantification of Antitrust Harm for the National Judge;
economics rationale of the different methods and techniques under the Practical Guide on the Quantification of Antitrust Harm for the National Judge;
interplay between public and private enforcement of EU Competition Law;
parallel and subsequent proceeding in the enforcement of EU Competition Law;
jurisdiction and applicable law matters in the enforcement of EU Competition Law, etc.
The training was attended by 20 national judges who were introduced with the theoretical background of the topic and actively engaged in the discussions on cases from the national practice and from the practice of the European Court of Justice.
Speakers at the training were:
Lora Andonova - an expert in Economics and Competition Law with more than 10 years in the field.
Kiril Pangelov - a lawyer with more than 12 years of professional experience in the Bulgarian Competition Authority.
Atty. Ivan Georgiev - a former regional judge (2010-2016) with special interests and practical experience in Competition Law.
The practical approach towards the topic and the case study discussions were acknowledged as the strongest aspects of the training. Positive comments were received also on the overall coordination of the event and the online platform of the project: http://www.constantproject.eu.
